Frank W.P. Bailey was a life-long scouter, and dating to before Camp Hinds was opened, he led Scouts on council camps at Chebeague Island. Then, he told us, the council (Cumberland County) decided that they should look for a permanant camp site.  He was part of the committee who first walked the ground at Raymond and selected the Camp Hinds property.
Professionally he was a teacher and woodworker. He taught Industrial Arts at Portland's Deering High School and was advisor of the Archery Club there. Later he transferred to the Staples School in Portland where he taught handicraft to "special needs" children.  In the evenings he led a group of local men ("The Cellar Rats") who wanted to learn woodworking .
As  a master woodcarver he was often employed by the F.O. Bailey company in restoring or repairing antique furniture.
He spent over 30 of his summers as the craft shop director at Camp Hinds, retiring in 1970 .  He was the founder of Madockawanda Lodge, Order of the Arrow, in 1944, and was the first member of the lodge to be awarded the Vigil Honor in 1952.
